2 dead in violence at South Africa gold mine

JOHANNESBURG (AP) ? A South African gold mining company says two of its workers have been killed and another injured in violence at one of its mines as unrest continues in the industry.

Harmony Gold Mining Co. Ltd. said Friday that the attack happened late Thursday at its Kusasalethu mine near Carletonville, about 80 kilometers (50 miles) southwest of Johannesburg. Harmony said production at the mine had not been affected by the attack. The company said police had begun an investigation.

The killings come after weeks of labor unrest at mines across South Africa, one of the nation's biggest economic engines. Violence during strikes at Lonmin PLC's platinum mine near Marikana led to the deaths of 46 people, including 34 miners who were shot dead by police.

Carbon target not in Energy Bill

The government has published details of its long-awaited Energy Bill, designed to keep lights on and emissions down.

The government will provide ?7.6bn towards low-carbon electricity infrastructure by 2020, but household bills are set to rise to pay for it.

A decision about setting carbon emission targets for 2030 has been delayed until 2016, after the election.

Labour said this was a "humiliating failure" by the Lib Dems, who want gas banished from the electricity system.

Environmentalists also condemned the bill, saying it would make it very hard to meet the UK's law on climate change.

Details of the bill were announced late on Thursday although the bill itself will not be published until next week.

Crudely speaking, the bill has been a battleground between Chancellor George Osborne, who favours gas-powered generation, and the Liberal Democrats, who want clean energy.

The chancellor is adamant that gas will help keep down power bills in the future. He and the Treasury want flexibility in energy choices.

But the Lib Dems want to banish gas from the electricity system almost entirely by 2030 to reduce CO2 emissions in line with the Climate Change Act, although gas will be needed as a back-up.

They say this will also keep power bills down overall by reducing the UK's exposure to volatile gas prices in a power-hungry world.

Lost the battle

On-going uncertainty over energy strategy has infuriated the firms that are expected to invest more than ?100bn to renew the UK's decaying energy infrastructure by 2020.

It is clear from the announcement that the Lib Dems have lost the battle over the clean energy target. In a compromise, the principle of the target will be attached to the bill, but details will not be decided until 2016.

The delay will not just make it hard for the UK to meet its long-term emissions targets under the Climate Change Act, it will also infuriate firms wanting to build factories manufacturing offshore wind turbines in the UK, because they want long-term certainty that there will be a market for their goods.

This decision runs counter to the resolution at the Lib Dem party conference.

As part of the negotiations, the chancellor has agreed to fund clean energy until 2020, almost matching the amount the advisory committee on climate change said would be needed to meet emissions targets (?8bn in 2020).

The committee estimated that that amount would add about ?110 a year to household energy bills by 2020.

"This is a durable agreement across the coalition against which companies can invest and support jobs and our economic recovery," said Energy and Climate Change Secretary Ed Davey.

"The decisions we've reached are true to the Coalition Agreement. They mean we can introduce the Energy Bill next week and have essential electricity market reforms up and running by 2014 as planned."

But Labour criticised the government's failure to set an emissions target for electricity for 2030.

"It is outrageous that on the day Ed Miliband committed to a tough cut in Britain's carbon levels by 2030, George Osborne and Ed Davey abandoned their target," said Caroline Flint, shadow energy and climate change secretary.

"This is a humiliating failure by the Liberal Democrats and a betrayal of David Cameron's promise to be the greenest government ever."

On Thursday, Labour leader Ed Miliband visited Whitelee wind farm outside Glasgow, which is Europe's largest onshore windfarm.

He endorsed the advised target of 50g CO2 per KiloWatt hour for 2030 and said that mixed messages from the coalition government were endangering the future of the renewable energy industry.

'Bill derailed'

Environmental groups have also criticised the government's announcement.

"By failing to agree to any carbon target for the power sector until after the next election, David Cameron has allowed a militant tendency within his own ranks to derail the Energy Bill," said John Sauven, executive director of Greenpeace.

"It's a blatant assault on the greening of the UK economy that leaves consumers vulnerable to rising gas prices, and sends billions of pounds of clean-tech investment to our economic rivals."

But Energy UK, which represents the energy industry, welcomed the measures.

"This agreement is good news and we look forward to seeing the details of the bill," said Angela Knight, chief executive of Energy UK.

"We are pleased to see that the levy control framework means that the UK will be building new power stations, including nuclear and renewables. This is a huge investment and must bring forward the jobs and economic growth that the UK needs."

There are many more fragments to come in the energy jigsaw.

Decisions on the way subsidies from bills will be shared between nuclear and various renewable technologies will be made later.

Key decisions on how to ensure there are enough gas power stations to keep the lights on when the wind is not blowing will be announced alongside the chancellor's autumn statement.

Protests greet shoppers at Walmarts nationwide

PORTLAND, Ore. (AP) ? Wal-Mart workers and supporters marched in protest at stores nationwide Thursday and Friday, blasting the wages, benefits and treatment of employees at the world's largest retailer.

The efforts seemed to do little to keep shoppers away though ? Wal-Mart Stores Inc. said it was its best Black Friday ever.

In Paramount, Calif., authorities arrested nine people, including three Wal-Mart employees, for blocking a busy street outside a store there. Sheriff's Capt. Mike Parker said they were cited and released on misdemeanor charges.

At its height, authorities said, the Paramount protest drew about 1,000 people.

"A lot more people showed up than I anticipated, but that just shows you the kind of support we have," said Wal-Mart employee Carlton Smith, who added he was one of 19 store employees taking part. "We have a common interest in making this great company better."

Several hundred demonstrators marched into the street shortly before noon, Parker said, but almost all followed deputies' orders to return to the sidewalk. He said the nine taken into custody told deputies beforehand they planned to be arrested and didn't offer any resistance.

In Lakewood, Colo., shoppers hesitated as they passed dozens of protesters outside a Wal-Mart but entered without incident. Some protesters held signs playing off of the retailing giant's corporate slogan, "Live better," accusing the company of corporate greed and underpaying its workers.

"This is the way you get a fair shake. You've got to fight for it. You've always had to," said protester Charlie May, of the Industrial Workers of the World labor organization.

A union-backed group called OUR Walmart has said that it is holding an estimated 1,000 protests in 46 states. The exact number is unclear. Wal-Mart has refuted that estimate, saying the figure is grossly exaggerated and that the protests involved few of its own employees.

A number of demonstrations and walk-outs occurred last week at stores but were scheduled to culminate on one of the year's busiest shopping days.

OUR Walmart, made up of current and former Wal-Mart employees, was formed in 2010 to press the company for better working conditions.

The retailer filed an unfair labor practice charge with the National Labor Relations Board last week against the United Food and Commercial Workers International Union. The company said that the demonstrations organized by OUR Walmart threatened to disrupt its business and intimidate customers and associates.

Wal-Mart said roughly 50 employees participated in the events Thursday and a "few dozen" took part Friday. Company spokesman Dan Fogleman said the number of associates who missed their shifts during the two days of events was 60 percent lower than last year.

"It was proven last night ? and again today ? that the OUR Walmart group doesn't speak for the 1.3 million Wal-Mart associates," the company said in a statement.

The union group estimated that "hundreds" of employees participated nationwide.

Victoria Martinez, 29, marched in front of the store in Paramount on Black Friday. The Wal-Mart photo department employee worked her shift on Thanksgiving but skipped work Friday to "speak out." She said the company shows a lack of respect for employees, noting that she faced retaliation by local managers after speaking out about problems during an open discussion sponsored by the head office.

"I believe that when I started at this company, it was great," said Martinez, who has worked for Wal-Mart for seven years. "They've taken away everything that is great."

Wal-Mart for many years has faced intense scrutiny over its wage and benefit policies and treatment of its workers. Fogleman says that the company provides some of the best jobs in the retail industry and that its wages and benefits typically meet or exceed those of competitors. The retailer maintains that it has many long-term employees and that its turnover rate is below the industry average.

The company, based in Bentonville, Ark., operates 10,400 stores in 27 countries.

Mistrust runs deep despite cease-fire

CAIRO/GAZA (Reuters) - A ceasefire between Israel and Gaza's Hamas rulers took hold on Thursday after eight days of conflict, although deep mistrust on both sides cast doubt on how long the Egyptian-sponsored deal can last.

Even after the ceasefire came into force late on Wednesday, a dozen rockets from the Gaza Strip landed in Israel, all in open areas, a police spokesman said. In Gaza, witnesses reported an explosion shortly after the truce took effect at 9 p.m (14:00 EDT), but there were no casualties and the cause was unclear.

The deal prevented, at least for the moment, an Israeli ground invasion of the Palestinian enclave following bombing and rocket fire which killed five Israelis and 162 Gazans, including 37 children.

But trust was in short supply. The exiled leader of Hamas, Khaled Meshaal, said his Islamist movement would respect the truce if Israel did, but would respond to any violations. "If Israel complies, we are compliant. If it does not comply, our hands are on the trigger," he told a news conference in Cairo.

Israeli Prime Minister Benjamin Netanyahu said he had agreed to "exhaust this opportunity for an extended truce", but told his people a tougher approach might be required in the future.

Both sides quickly began offering differing interpretations of the ceasefire, brokered by Egypt's new Islamist government and backed by the United States, highlighting the many actual or potential areas of discord.

If it holds, the truce will give 1.7 million Gazans respite from days of ferocious air strikes and halt rocket salvoes from militants that unnerved a million people in southern Israel and reached Tel Aviv and Jerusalem for the first time.

"Allahu akbar, (God is greatest), dear people of Gaza you won," blared mosque loudspeakers in Gaza as the truce took effect. "You have broken the arrogance of the Jews."

Fifteen minutes later, wild celebratory gunfire echoed across the darkened streets, which gradually filled with crowds waving Palestinian flags. Ululating women leaned out of windows and fireworks lit up the sky.

Meshaal thanked Egypt for mediating and praised Iran for providing Gazans with financing and arms. "We have come out of this battle with our heads up high," he said, adding that Israel had been defeated and failed in its "adventure".

Some Israelis staged protests against the deal, notably in the southern town of Kiryat Malachi, where three people were killed by a Gaza rocket during the conflict, army radio said.

Netanyahu said he was willing to give the truce a chance but held open the possibility of reopening the conflict. "I know there are citizens expecting a more severe military action, and perhaps we shall need to do so," he said.

The Israeli leader, who faces a parliamentary election in January, delivered a similar message earlier in a telephone call with U.S. President Barack Obama, his office said.

"AN OPEN PRISON"

According to a text of the agreement seen by Reuters, both sides should halt all hostilities, with Israel desisting from incursions and targeting of individuals, while all Palestinian factions should cease rocket fire and cross-border attacks.

The deal also provides for easing Israeli restrictions on Gaza's residents, who live in what British Prime Minister David Cameron has called an "open prison".

The text said procedures for implementing this would be "dealt with after 24 hours from the start of the ceasefire".

Israeli sources said Israel would not lift a blockade of the enclave it enforced after Hamas, which rejects the Jewish state's right to exist, won a Palestinian election in 2006.

However, Meshaal said the deal covered the opening of all of the territory's border crossings. "The document stipulates the opening of the crossings, all the crossings, and not just Rafah," he said. Israel controls all of Gaza's crossings apart from the Rafah post with Egypt.

Hamas lost its top military commander to an Israeli strike in the conflict and suffered serious hits to its infrastructure and weaponry, but has emerged with its reputation both in the Arab world and at home stronger.

Israel can take comfort from the fact it dealt painful blows to its enemy, which will take many months to recover, and showed that it can defend itself from a barrage of missiles.

"No one is under the illusion that this is going to be an everlasting ceasefire. It is clear to everyone it will only be temporary," said Michael Herzog, a former chief of staff at the Israeli ministry of defence.

"But there is a chance that it could hold for a significant period of time, if all goes well," he told Reuters.

Egypt, an important U.S. ally now under Islamist leadership, took centre stage in diplomacy to halt the bloodshed. Cairo has walked a fine line between its sympathies for Hamas, an offshoot of the Muslim Brotherhood to which President Mohamed Mursi belongs, and its need to preserve its 1979 peace treaty with Israel and its ties with Washington, its main aid donor.

Announcing the agreement in Cairo, Egyptian Foreign Minister Mohamed Kamel Amr said mediation had "resulted in understandings to cease fire, restore calm and halt the bloodshed".

U.S. Secretary of State Hillary Clinton, standing beside Amr, thanked Mursi for peace efforts that showed "responsibility, leadership" in the region.

The Gaza conflict erupted in a Middle East already shaken by last year's Arab uprisings that toppled several veteran U.S.-backed leaders, including Egypt's Hosni Mubarak, and by a civil war in Syria, where President Bashar al-Assad is fighting for survival.

In his call with Netanyahu, Obama in turn repeated U.S. commitment to Israel's security and promised to seek funds for a joint missile defence program, the White House said.

BUS BOMBING

The ceasefire was forged despite a bus bomb explosion that wounded 15 Israelis in Tel Aviv earlier in the day and despite more Israeli air strikes that killed 10 Gazans. It was the first serious bombing in Israel's commercial capital since 2006.

Israel, the United States and the European Union all classify Hamas as a terrorist organization. It seized the Gaza Strip from the Western-backed Palestinian President Mahmoud Abbas in 2007 in a brief but bloody war with his Fatah movement.

"This is a critical moment for the region," Clinton said. "Egypt's new government is assuming the responsibility and leadership that has long made this country a cornerstone for regional stability and peace."

In Amman, U.N. chief Ban Ki-moon urged both sides to stick to their ceasefire pledges. "There may be challenges implementing this agreement," he said, urging "maximum restraint".
