2 dead in violence at South Africa gold mine

JOHANNESBURG (AP) ? A South African gold mining company says two of its workers have been killed and another injured in violence at one of its mines as unrest continues in the industry.

Harmony Gold Mining Co. Ltd. said Friday that the attack happened late Thursday at its Kusasalethu mine near Carletonville, about 80 kilometers (50 miles) southwest of Johannesburg. Harmony said production at the mine had not been affected by the attack. The company said police had begun an investigation.

The killings come after weeks of labor unrest at mines across South Africa, one of the nation's biggest economic engines. Violence during strikes at Lonmin PLC's platinum mine near Marikana led to the deaths of 46 people, including 34 miners who were shot dead by police.

Carbon target not in Energy Bill

The government has published details of its long-awaited Energy Bill, designed to keep lights on and emissions down.

The government will provide ?7.6bn towards low-carbon electricity infrastructure by 2020, but household bills are set to rise to pay for it.

A decision about setting carbon emission targets for 2030 has been delayed until 2016, after the election.

Labour said this was a "humiliating failure" by the Lib Dems, who want gas banished from the electricity system.

Environmentalists also condemned the bill, saying it would make it very hard to meet the UK's law on climate change.

Details of the bill were announced late on Thursday although the bill itself will not be published until next week.

Crudely speaking, the bill has been a battleground between Chancellor George Osborne, who favours gas-powered generation, and the Liberal Democrats, who want clean energy.

The chancellor is adamant that gas will help keep down power bills in the future. He and the Treasury want flexibility in energy choices.

But the Lib Dems want to banish gas from the electricity system almost entirely by 2030 to reduce CO2 emissions in line with the Climate Change Act, although gas will be needed as a back-up.

They say this will also keep power bills down overall by reducing the UK's exposure to volatile gas prices in a power-hungry world.

Lost the battle

On-going uncertainty over energy strategy has infuriated the firms that are expected to invest more than ?100bn to renew the UK's decaying energy infrastructure by 2020.

It is clear from the announcement that the Lib Dems have lost the battle over the clean energy target. In a compromise, the principle of the target will be attached to the bill, but details will not be decided until 2016.

The delay will not just make it hard for the UK to meet its long-term emissions targets under the Climate Change Act, it will also infuriate firms wanting to build factories manufacturing offshore wind turbines in the UK, because they want long-term certainty that there will be a market for their goods.

This decision runs counter to the resolution at the Lib Dem party conference.

As part of the negotiations, the chancellor has agreed to fund clean energy until 2020, almost matching the amount the advisory committee on climate change said would be needed to meet emissions targets (?8bn in 2020).

The committee estimated that that amount would add about ?110 a year to household energy bills by 2020.

"This is a durable agreement across the coalition against which companies can invest and support jobs and our economic recovery," said Energy and Climate Change Secretary Ed Davey.

"The decisions we've reached are true to the Coalition Agreement. They mean we can introduce the Energy Bill next week and have essential electricity market reforms up and running by 2014 as planned."

But Labour criticised the government's failure to set an emissions target for electricity for 2030.

Environmental groups have also criticised the government's announcement.

"By failing to agree to any carbon target for the power sector until after the next election, David Cameron has allowed a militant tendency within his own ranks to derail the Energy Bill," said John Sauven, executive director of Greenpeace.

"It's a blatant assault on the greening of the UK economy that leaves consumers vulnerable to rising gas prices, and sends billions of pounds of clean-tech investment to our economic rivals."

But Energy UK, which represents the energy industry, welcomed the measures.

"This agreement is good news and we look forward to seeing the details of the bill," said Angela Knight, chief executive of Energy UK.

"We are pleased to see that the levy control framework means that the UK will be building new power stations, including nuclear and renewables. This is a huge investment and must bring forward the jobs and economic growth that the UK needs."

There are many more fragments to come in the energy jigsaw.

Decisions on the way subsidies from bills will be shared between nuclear and various renewable technologies will be made later.

Key decisions on how to ensure there are enough gas power stations to keep the lights on when the wind is not blowing will be announced alongside the chancellor's autumn statement.

Protests greet shoppers at Walmarts nationwide

PORTLAND, Ore. (AP) ? Wal-Mart workers and supporters marched in protest at stores nationwide Thursday and Friday, blasting the wages, benefits and treatment of employees at the world's largest retailer.

The efforts seemed to do little to keep shoppers away though ? Wal-Mart Stores Inc. said it was its best Black Friday ever.

In Paramount, Calif., authorities arrested nine people, including three Wal-Mart employees, for blocking a busy street outside a store there. Sheriff's Capt. Mike Parker said they were cited and released on misdemeanor charges.

At its height, authorities said, the Paramount protest drew about 1,000 people.

"A lot more people showed up than I anticipated, but that just shows you the kind of support we have," said Wal-Mart employee Carlton Smith, who added he was one of 19 store employees taking part. "We have a common interest in making this great company better."

Several hundred demonstrators marched into the street shortly before noon, Parker said, but almost all followed deputies' orders to return to the sidewalk. He said the nine taken into custody told deputies beforehand they planned to be arrested and didn't offer any resistance.

In Lakewood, Colo., shoppers hesitated as they passed dozens of protesters outside a Wal-Mart but entered without incident. Some protesters held signs playing off of the retailing giant's corporate slogan, "Live better," accusing the company of corporate greed and underpaying its workers.

"This is the way you get a fair shake. You've got to fight for it. You've always had to," said protester Charlie May, of the Industrial Workers of the World labor organization.

A union-backed group called OUR Walmart has said that it is holding an estimated 1,000 protests in 46 states. The exact number is unclear. Wal-Mart has refuted that estimate, saying the figure is grossly exaggerated and that the protests involved few of its own employees.

A number of demonstrations and walk-outs occurred last week at stores but were scheduled to culminate on one of the year's busiest shopping days.

OUR Walmart, made up of current and former Wal-Mart employees, was formed in 2010 to press the company for better working conditions.

The retailer filed an unfair labor practice charge with the National Labor Relations Board last week against the United Food and Commercial Workers International Union. The company said that the demonstrations organized by OUR Walmart threatened to disrupt its business and intimidate customers and associates.

Wal-Mart said roughly 50 employees participated in the events Thursday and a "few dozen" took part Friday. Company spokesman Dan Fogleman said the number of associates who missed their shifts during the two days of events was 60 percent lower than last year.

"It was proven last night ? and again today ? that the OUR Walmart group doesn't speak for the 1.3 million Wal-Mart associates," the company said in a statement.

The union group estimated that "hundreds" of employees participated nationwide.

Victoria Martinez, 29, marched in front of the store in Paramount on Black Friday. The Wal-Mart photo department employee worked her shift on Thanksgiving but skipped work Friday to "speak out." She said the company shows a lack of respect for employees, noting that she faced retaliation by local managers after speaking out about problems during an open discussion sponsored by the head office.

"I believe that when I started at this company, it was great," said Martinez, who has worked for Wal-Mart for seven years. "They've taken away everything that is great."

Wal-Mart for many years has faced intense scrutiny over its wage and benefit policies and treatment of its workers. Fogleman says that the company provides some of the best jobs in the retail industry and that its wages and benefits typically meet or exceed those of competitors. The retailer maintains that it has many long-term employees and that its turnover rate is below the industry average.

The company, based in Bentonville, Ark., operates 10,400 stores in 27 countries.

Mistrust runs deep despite cease-fire

CAIRO/GAZA (Reuters) - A ceasefire between Israel and Gaza's Hamas rulers took hold on Thursday after eight days of conflict, although deep mistrust on both sides cast doubt on how long the Egyptian-sponsored deal can last.

Even after the ceasefire came into force late on Wednesday, a dozen rockets from the Gaza Strip landed in Israel, all in open areas, a police spokesman said. In Gaza, witnesses reported an explosion shortly after the truce took effect at 9 p.m (14:00 EDT), but there were no casualties and the cause was unclear.

The deal prevented, at least for the moment, an Israeli ground invasion of the Palestinian enclave following bombing and rocket fire which killed five Israelis and 162 Gazans, including 37 children.

But trust was in short supply. The exiled leader of Hamas, Khaled Meshaal, said his Islamist movement would respect the truce if Israel did, but would respond to any violations. "If Israel complies, we are compliant. If it does not comply, our hands are on the trigger," he told a news conference in Cairo.

Israeli Prime Minister Benjamin Netanyahu said he had agreed to "exhaust this opportunity for an extended truce", but told his people a tougher approach might be required in the future.

Both sides quickly began offering differing interpretations of the ceasefire, brokered by Egypt's new Islamist government and backed by the United States, highlighting the many actual or potential areas of discord.

If it holds, the truce will give 1.7 million Gazans respite from days of ferocious air strikes and halt rocket salvoes from militants that unnerved a million people in southern Israel and reached Tel Aviv and Jerusalem for the first time.

"Allahu akbar, (God is greatest), dear people of Gaza you won," blared mosque loudspeakers in Gaza as the truce took effect. "You have broken the arrogance of the Jews."

Fifteen minutes later, wild celebratory gunfire echoed across the darkened streets, which gradually filled with crowds waving Palestinian flags. Ululating women leaned out of windows and fireworks lit up the sky.

Meshaal thanked Egypt for mediating and praised Iran for providing Gazans with financing and arms. "We have come out of this battle with our heads up high," he said, adding that Israel had been defeated and failed in its "adventure".

Some Israelis staged protests against the deal, notably in the southern town of Kiryat Malachi, where three people were killed by a Gaza rocket during the conflict, army radio said.

Netanyahu said he was willing to give the truce a chance but held open the possibility of reopening the conflict. "I know there are citizens expecting a more severe military action, and perhaps we shall need to do so," he said.

The Israeli leader, who faces a parliamentary election in January, delivered a similar message earlier in a telephone call with U.S. President Barack Obama, his office said.

"AN OPEN PRISON"

According to a text of the agreement seen by Reuters, both sides should halt all hostilities, with Israel desisting from incursions and targeting of individuals, while all Palestinian factions should cease rocket fire and cross-border attacks.

The deal also provides for easing Israeli restrictions on Gaza's residents, who live in what British Prime Minister David Cameron has called an "open prison".

The text said procedures for implementing this would be "dealt with after 24 hours from the start of the ceasefire".

Israeli sources said Israel would not lift a blockade of the enclave it enforced after Hamas, which rejects the Jewish state's right to exist, won a Palestinian election in 2006.

However, Meshaal said the deal covered the opening of all of the territory's border crossings. "The document stipulates the opening of the crossings, all the crossings, and not just Rafah," he said. Israel controls all of Gaza's crossings apart from the Rafah post with Egypt.

Hamas lost its top military commander to an Israeli strike in the conflict and suffered serious hits to its infrastructure and weaponry, but has emerged with its reputation both in the Arab world and at home stronger.

Israel can take comfort from the fact it dealt painful blows to its enemy, which will take many months to recover, and showed that it can defend itself from a barrage of missiles.

"No one is under the illusion that this is going to be an everlasting ceasefire. It is clear to everyone it will only be temporary," said Michael Herzog, a former chief of staff at the Israeli ministry of defence.

"But there is a chance that it could hold for a significant period of time, if all goes well," he told Reuters.

Egypt, an important U.S. ally now under Islamist leadership, took centre stage in diplomacy to halt the bloodshed. Cairo has walked a fine line between its sympathies for Hamas, an offshoot of the Muslim Brotherhood to which President Mohamed Mursi belongs, and its need to preserve its 1979 peace treaty with Israel and its ties with Washington, its main aid donor.

Announcing the agreement in Cairo, Egyptian Foreign Minister Mohamed Kamel Amr said mediation had "resulted in understandings to cease fire, restore calm and halt the bloodshed".

U.S. Secretary of State Hillary Clinton, standing beside Amr, thanked Mursi for peace efforts that showed "responsibility, leadership" in the region.

The Gaza conflict erupted in a Middle East already shaken by last year's Arab uprisings that toppled several veteran U.S.-backed leaders, including Egypt's Hosni Mubarak, and by a civil war in Syria, where President Bashar al-Assad is fighting for survival.

In his call with Netanyahu, Obama in turn repeated U.S. commitment to Israel's security and promised to seek funds for a joint missile defence program, the White House said.

BUS BOMBING

The ceasefire was forged despite a bus bomb explosion that wounded 15 Israelis in Tel Aviv earlier in the day and despite more Israeli air strikes that killed 10 Gazans. It was the first serious bombing in Israel's commercial capital since 2006.

Israel, the United States and the European Union all classify Hamas as a terrorist organization. It seized the Gaza Strip from the Western-backed Palestinian President Mahmoud Abbas in 2007 in a brief but bloody war with his Fatah movement.

"This is a critical moment for the region," Clinton said. "Egypt's new government is assuming the responsibility and leadership that has long made this country a cornerstone for regional stability and peace."

In Amman, U.N. chief Ban Ki-moon urged both sides to stick to their ceasefire pledges. "There may be challenges implementing this agreement," he said, urging "maximum restraint".

(AP) ? It's usually a few younger protesters who break out in the chant ? startling and almost unheard of in this country where the monarchy has always been almost sacrosanct ? "Down, down with the king."

The rest of the opposition, including its biggest and most powerful faction, the Muslim Brotherhood, are quick to make clear they don't demand the ouster of Jordan's King Abdullah II. But after the past week's angry protests sparked by a government hike in gas and fuel prices, they warn that this usually placid U.S. ally will be thrown into turmoil unless the king allows change.

The unusually violent protests have shifted the focus of discontent from the government, at which anger was focused in the past, squarely on Abdullah for the first time. As a result, the monarch faces the biggest test yet of his democratic reform program, which his critics say does not do enough to end his monopoly on power. Anger over the price hikes has given the opposition, led by the Brotherhood, a rallying point to push him for more dramatic moves.

At the heart of the political standoff is a half-British king trying to forestall Arab Spring-style uprisings that have toppled autocratic regimes in Egypt, Tunisia, Yemen and Libya and led to the civil war in Syria. A darling of the United States and other Western governments who celebrate him and his beautiful Palestinian wife as modern celebrity-monarchs, the king still sits at the helm of a sprawling and largely feared intelligence service, a carefully lubricated patronage system and a U.S.-trained military.

His moribund economy is largely dependent on aid from Washington, Saudi Arabia and other oil-producing Arab states. Government opponents say their phones are bugged and homes watched. At times, such as during the 2010 parliamentary elections, his government was accused of blatantly rigging the vote.

"We're not calling for the king's ouster, but for him to listen to the people's demands and embark on real and serious reforms," Zaki Bani Irsheid, a leading figure in the Islamic Action Group, the political arm of the Brotherhood, told a press conference Monday.

"We did not raise the slogan of toppling the king, but it is being called for by some in street protests, a precedent which indicates that popular tension is growing and an explosion is looming."

The Islamic Action Front now heads a newly created coalition of the fragmented opposition groups. But its control is loose, and the coalition uncomfortably brings together a wide ideological spectrum, from Islamists to Arab nationalists to communists.

Around 400 demonstrators protested Monday in front of the prime minister's office, blocking the road in a traffic circle and demanding the reversal of the fuel and gas price hikes. A few young secular activists in the crowd chanted "down, down with the king" and "Abdullah, you either reform or go."

Calls for the king's ouster reflect "the anger over the price hikes, which dealt a serious blow to the vast majority of Jordanians, whose per capital income is $3,000," said Khaled Ramadan, a prominent activist representing Arab nationalists.

"But in a broader perspective, the tension started building up over the snail-pace of reforms, with no visible sign that the government and its security apparatus, which maintains the upper hand, are taking a step back," he said.

University senior Sohaib Breizat, 21, member of the largely secular Hirak movement comprising young Jordanians, said, "We want a total hands-off for Jordanian security in our daily lives."

"Why do Jordanians need certificates of good conduct from Jordanian intelligence when they apply for government jobs or drivers' license?" he asked. "We keep asking for more freedoms, but we get less. It seems our calls are falling on deaf ears."

Hirak surfaced in the wake of the Arab Spring through Internet social networking.

"We want justice and equality, better opportunities for everyone, including women, jobs for college graduates, respect for our right to free speech, opinion, union and assembly without security interference or intimidation," said a Hirak spokesman, Suhaib Assaf. "We want government transparency and a serious clampdown on corruption, as well as an end to nepotism and bureaucracy."

Jordan has some of the aspects of a police state ? the often-thuggish secret police; the manipulated elections; the fawning royal stories in the government media; the hundreds of billboards with the king's face gazing upon his subjects.

However, the reality is complicated. It's illegal to criticize the king here, but prosecutions are rare and those convicted often get royal pardons. The secret police are feared, but are not a constant, threatening presence as in Syria. If some politicians say their phones are tapped, even the harshest critics speak fairly openly.

Abdullah has faced little public criticism at home since he ascended to the throne in 1999. After the Arab Spring's eruption in late 2010, Jordan has seen frequent but small protests.

Then, last Tuesday, Prime Minister Abdullah Ensour hiked the prices of cooking and heating gas by 54 percent and some oil derivatives by up to 28 percent, saying that was necessary to reduce a record budget deficit and growing foreign debt and tackle high unemployment, poverty and waves of Syrian refugees, who are straining meager resources. He said the move was part of Jordan's efforts to secure a badly needed $2 billion loan from the International Monetary Fund to shore up the kingdom's shaky finances amid a shortfall of Arab donations this year.

The protest backlash was unusually violent, with one person killed and 75 others, including 58 policemen, injured. There was also a change in tone, as angry protesters blamed Abdullah for the price rise, accusing him of supporting state corruption by allegedly pocketing state money to spend on personal pleasures.

It was a rare departure from the norm of revering Abdullah's Hashemite dynasty. Its line of descent from the Prophet Muhammad, combined with the elaborate system of patronage aimed at powerful local leaders, has earned the family immense loyalty among the Bedouin tribes who make up the traditional core of Jordanian society.

Protests have dwindled to a handful per day this week, and violence has waned. But the opposition has vowed to continue until the price hikes are revoked.

The protesters also want broader political gains.

The Islamic Action Front's leader, Hamza Mansour, said as a first step, the king must dismiss Ensour and "form a national salvation government that would include Islamists and other opposition figures to change controversial legislation, like the election law, and help parliament regain its independence so that it can impartially monitor the government and official corruption."

So far, Abdullah has maintained control, partly by relinquishing some of his absolute powers to parliament. His reform roadmap envisions parliamentary elections slated for Jan. 23 as a vehicle toward having an elected prime minister for the first time in the country's history. Previously, it was the king's prerogative to appoint the premier.

He also changed 42 articles, or one-third of Jordan's 60-year-old constitution, to ensure an end to government manipulation over parliament. He created a constitutional court to monitor the application of the law. Other new laws encourage a multiparty system, allow Jordanians to elect mayors and city councils and lift restrictions on rallies and public gatherings.

Abdullah also changed the election law. But the Brotherhood responded by announcing a boycott of the upcoming election, saying the legislation favors locally-based conservative candidates rather than parties with an ideological base. The government said it has adopted a globally recognized system of elections, and that the Islamists' alternative would inflate their own representation.

Information Minister Sameeh Maaytah said the groundwork was laid for reform, but that "change can't happen overnight."

"We have a nascent multiparty system that must be nurtured so that it would mature and be able to contest future elections based on party banners," he said. "We can't leave any unfilled vacuum because the alternative would be a total mess."

Forex News: Euro Trading Remains Shaky Ahead of Finance ...

The meeting of Euro-zone finance ministers is set to begin this afternoon, and talks will be focused on Greece and the government?s debt crisis. Possible solutions to Greece?s problems include delaying the due dates for future debt payments or cutting interest rates. Also, the group must approve releasing the next tranche of aid, and the decision is likely to be based on the Troika report on Greece?s newest austerity measures.

Finance Minister Urpilainen said this morning that Finland is willing to give Greece more time, but not more money, and he said he hopes for decisions in the Euro-group today. Forex markets are likely to react to comments from officials ahead of the meeting, which begins at 16:00 GMT, and from whatever results are announced after the meeting.

Also in Europe, European Union officials are mulling a plan to bypass the threat of a UK veto on budget proposals. UK officials have said recently that they want to freeze the budget at 2011 levels, excluding inflation and stimulus margins.

News from Japan continued into the European session. BoJ Governor Shirakawa said the central bank will continue seamless monetary easing, but a 3% inflation goal isn?t realistic. He also warned that careful consideration is needed before changing BoJ laws. Shirakawa was indirectly responding to comments from Prime Minister front runner Abe, who said that he would pressure the BoJ to continue monetary easing. Shirakawa?s term will expire during the next Prime Minister?s candidacy and he could like be replaced with someone much more in favor of easing.

In Australia, a speech by RBA?s Stevens reflected the minutes from the central bank?s last meeting, which said that further monetary action was seen as a strong possibility for future meetings. Stevens also said in his speech that a China slowdown is more material than expected.

The Euro saw a few twenty point swings back and forth from a 1.2800 top against the US Dollar throughout today?s European session. None of the chatter ahead of today?s meeting seems to have had a significant effect on the Euro, and data releases, which included unchanged German producer prices, were light during the session. Resistance could be provided by a former support line by 1.2824, support could now be provided by a 2-month low around 1.2659.

Red and blue states divided by fatal traffic accidents

The nation?s red and blue states often are miles apart in social attitudes and, of course, in political outlook. ?

It turns out that they also divide into distinct camps when it comes to a grimmer measure -- fatal traffic accidents.


To an extent that mystifies safety experts and other observers, federal statistics show that people in red states are more likely to die in road crashes. The least deadly states ? those with the fewest crash deaths per 100,000 people -- overwhelmingly are blue.

In the absence of formal definitions for red or blue states, we labeled as red the states that favored Republican presidential candidate Mitt Romney, and as blue those that supported the re-election of President Barack Obama.

The 10 states with the highest fatality rates all were red, while all but one of the 10 lowest-fatality states were blue. What?s more, the place with the nation?s lowest fatality rate, while not a state, was the very blue District of Columbia.

Massachusetts was lowest among the states, with 4.79 road deaths per 100,000 people. By contrast, red Wyoming had a fatality rate of 27.46 per 100,000.

When shown the pattern, author Thomas Frank -- who has examined the nation?s political culture in such books as ?What?s the Matter With Kansas? How Conservatives Won the Heart of America? ? called it ?amazing.?

?This is someplace where you would not expect to see a partisan divide,? Frank said.

Even the former federal auto safety researcher who brought the numbers to FairWarning?s attention, Louis V. Lombardo, couldn?t explain them. ?It may be something we don?t have a definitive answer for,? he said.

Some observers offered the possible explanation that blue states tend to adopt stronger safety laws, while red states opt for looser regulation, presumably leading to more fatalities. For example, red Texas last month opened a toll road with a speed limit of 85 mph, the nation?s highest.

But the sweeping generalization doesn?t hold up under scrutiny.

For one thing, federal pressure in many cases has prodded states to enforce similar safety rules, such as seat belt requirements. And states don?t always act along predictable liberal-vs.-conservative lines. As FairWarning has reported, blue Michigan in April repealed its requirement that all motorcyclists wear helmets, while some states with the toughest helmet laws are in the Deep South.

Traffic safety experts generally suggest that a mix of factors accounts for the varying rates. Possible variables include access to top-level trauma centers, weather conditions and how much of a state is rural, because rural residents may drive longer distances on narrow, winding roads. Lower income and education levels may also contribute to higher death rates.

"No matter how you look at fatal crash rates, there are some important things that explain why states are different, and they're not political explanations," said Anne McCartt, senior vice president for research with the Insurance Institute for Highway Safety.

Complicating things further is the possibility that deaths per 100,000 residents isn?t the best yardstick for comparisons. Fatalities per total miles traveled, some experts say, is better.

For his part, Lombardo says he?s less interested in the causes of the state differences than in reducing the toll of U.S. traffic deaths, estimated at 32,885 in 2010.

For instance, he advocates getting crash victims medical treatment more quickly by expanding air ambulance services.

The key question, Lombardo added, is, ?How do we move the people, and (have) the people then move their politicians, to do the right thing??

If he needs evidence that at least some parts of the country can do better, Lombardo can point to the striking red-blue divide in the accompanying chart.

    Afghan president says U.S. needs to release detainees

    KABUL, Afghanistan (AP) ? Afghanistan's president has accused U.S. forces of continuing to capture and hold Afghans in violation of an agreement signed earlier this year between the two countries.

    Hamid Karzai's statement late Sunday came at a sensitive time ? just days after the beginning of negotiations on a bilateral security agreement that will govern the U.S. military presence in the country after the majority of troops draw down in 2014. Karzai's critics say he frequently strikes populist, nationalist stances that give him leverage in talks with the Americans.

    In the statement, the Afghan president said some detainees are still being held by U.S. forces even though Afghan judges have ruled that they be released. He also decried the continued arrest of Afghans by U.S. forces.

    Karzai spokesman Aimal Faizi on Monday told reporters that more than 70 detainees continue to be held by the Americans despite being ordered released by Afghan courts.

    The two countries signed the detainee transfer pact in March but the handover of detention facilities has been slowed by the U.S., which has argued both that the Afghans are not ready to take over their management and insisted that the Afghan government agree to hold without trial some detainees that the U.S. deems too dangerous to release.

    "These acts are completely against the agreement that has been signed between Afghanistan and the U.S. president," said Karzai's statement and urged Afghan officials to "take serious measures" to push for taking over all responsibility for the detention center on the edge of the main U.S. base in eastern Afghanistan.

    Detention without trial, often called administrative detention, is against Afghan law, said Faizi, the Afghan president's spokesman.

    "There is nothing by the name of 'administration detention' in our laws, yet the U.S. is insisting that there are a number of people who, while there is not enough evidence against them, are a threat to U.S. national security," he said.

    Faizi also said that Karzai had agreed in a video conference call with President Barack Obama earlier this fall to give the Americans two months to figure out an alternative to detention without trial, until after the U.S. presidential election. This grace period has now expired, said the spokesman.

    The detainee transfer deal was one of two pacts that were key to a broad but vague strategic partnership agreement signed by Kabul and Washington in May that set forth an American commitment to Afghanistan for years to come. The second pact covers "special operations" such as certain American raids and other conduct on the battlefield.

    A third detailed pact ? dubbed the bilateral security agreement ? is now under negotiation, and covers logistical and legal questions such as the size and number of bases and the immunity of U.S. forces from prosecution.

    The two countries officially opened negotiations on the bilateral security agreement last week, and have given themselves a year to sign the pact.

    Karzai is under pressure to give an appearance of upholding Afghan sovereignty ? which he has repeatedly claimed to champion ? without putting so many restrictions on U.S. forces that an agreement becomes impossible.

    It is believed that the United States wants to retain up to 20,000 troops in Afghanistan after 2014 to train and support Afghan forces and go after extremists and groups, including al-Qaida. Afghanistan now has about 66,000 U.S. troops and it remains unclear how many will be withdrawn next year as they continue to hand over security to Afghan forces. The foreign military mission is evolving from combat to advising, assisting and training Afghan forces.

    The bilateral security agreement will set up a legal framework needed to operate military forces in Afghanistan, including taxation, visas and other technical issues. It does not need to be ratified by Congress. The U.S. has similar agreements with dozens of countries. In Iraq, a similar deal fell apart after U.S. officials were unable to reach an agreement with the Iraqis on legal issues and troop immunity that would have allowed a small training and counterterrorism force to remain there.

    Karzai said last month that the issue of soldiers being protected from prosecution in Afghanistan could be a problem in the talks. He has said Afghanistan might demand prosecutions in some cases.

    The issue took on new meaning following the case of Staff Sgt. Robert Bales charged in the attacks on Afghan civilians in two villages in southern Afghanistan earlier this year. The American soldier faces 16 counts of premeditated murder and six counts of attempted murder in the March 11 attacks against civilians. A preliminary hearing was held this week at Joint Base Lewis-McChord in Washington state.

    Tata-owned Jaguar in 1bn pounds deal to manufacture cars in China plant

    The UK-based luxury motor maker and China's largest vehicle exporter, Chery -Automobile, are building a new plant near Shanghai after striking a deal.

    According to the Daily Mirror, Chiefs Ralf Speth and Yin Tongyao laid the -foundation stone of a new -manufacturing facility, which is scheduled for completion in 2014.

    "For the first time one of the most famous names in the British automotive industry, Jaguar Land Rover, is poised to begin manufacturing outside the United Kingdom," the report quoted Speth, as saying.

    "It seems only fitting this new venture will take place in the world's fastest-growing market for premium vehicles," Speth added.

    The agreement follows an 80 percent rise in sales of Jaguar Land Rovers in China so far this year, the report said.

    JLR hopes to boost last year's record 1.5billion pounds profits when the new factory opens, it added. (ANI)

    The announcement follows the Irving, Texas-based company's months-long battle with the striking Bakery, Confectionery, Tobacco Workers And Grain Millers International Union.

    "We deeply regret the necessity of today's decision, but we do not have the financial resources to weather an extended nationwide strike," Hostess CEO Gregory F. Rayburn was quoted as saying in a news release from the company. "Hostess Brands will move promptly to lay off most of its 18,500-member workforce and focus on selling its assets to the highest bidders."

    The strike began Nov. 9, when Hostess cut workers' wages by 8 percent, along with what union officials said was a benefits cut of 27 to 32 percent. Hostess has been in trouble for years, entering Chapter 11 bankruptcy protection in 2004 and again in January of this year.

    The company's closure means a loss of 18,500 jobs at Hostess' 33 bakeries, 565 distribution centers and 570 bakery outlet stores. Product delivery will continue and outlet stores will remain open until all existing stock has been sold.

    There was a steady traffic of customers at the company's San Bernardino location on Friday morning.

    "I've been coming here with my grandmother since I was a little girl," said Amber Owings of San Bernardino. "Bread is expensive. "I can buy five loaves here to the one loaf at the other stores, like Staters and those other stores."

    There was a run on the company's iconic snack cakes, especially Twinkies, at Southern California locations.

    union could have supported the workers more than they did," said Mike Baldivia of Highland. "I was really after the Twinkies. So I bought Zingers instead."

    "My son is sad. He loves (Twinkies)," Robert Hopkins of Riverside said. "I buy them for him all the time. He loves those things."

    Economic impact

    Hostess officials said they'd sell off its brands, including Hostess and Dolly Madison. Between its various subdivisions, Twinkies, Ding Dongs, Ho Ho's, Sno Balls, Wonder, Nature's Pride, Home Pride, Beefsteak and more.

    "The biggest impact is losing 18,000 jobs in America. To me, that's even more important than losing Twinkies, and I love my Twinkies, incidentally," said Jack H. Brown, the CEO of the San Bernardino-based Stater Bros. Grocery stores. "You'd think that in a country where we can send a man to the moon and back that we could find a way to work out our problems."

    Hostess driver Fredrico Collymore of Los Angeles learned the news when he got up Friday morning and turned on MSNBC.

    "I called my boss immediately," he said.

    Collymore has worked at the distribution plant on Figueroa Street near Gardena for 23 years. Several of his family members also have worked for the company through the years, he said.

    "Since I've been there, they've been trying to keep it going," he said. "Now they're getting rid of us, they don't have any more money."

    The timing, he said, couldn't be worse: "OK, merry Christmas."

    He said the company failed to keep up its infrastructure and equipment, which led to its downfall.

    "I'm driving a truck that's as old as my oldest child, who's going to be 35 next week," he said.

    Some 45 workers were based at the Gardena-area center, Collymore said.

    Among them was Ron Quevas of Torrance, who has been a driver there for 32 years.

    "You can imagine, we're just kind of shocked," he said. "It's one of those things. It's like being on a plane ride when you have no control."

    The company's problems probably won't have much impact on the local economy, said economist William W. Roberts, director of the San Fernando Valley Economic Research Center at Cal State Northridge.

    "I don't see any kind of a major downturn or major increase in unemployment. But it's going to take time for the (workers) to adjust to where the jobs will be," Roberts said.

    The best prospects will be in health care and service industries like retail.

    Ron L. Wood, president and CEO of the (San Fernando) Valley Economic Alliance, said the clerks will probably find work faster than the drivers.

    "Retail is doing well and the holiday season is abuzz so that could give them the ability to get some short-term work that could develop into long-term work," he said.

    The alliance is partnering with the EDD in job training programs and Wood encourages the workers to contact the alliance at 818-379-7000.

    Pop culture phenomenon

    Hostess' snack cakes and Wonder bread have long been the butt of jokes and a target for nutritionists, who decried a lack of nutritional value in the products.

    Urban legends said the preservatives in Twinkies can keep them fresh indefinitely; according to the company, they actually have a shelf life of 25 days.

    In 1979, Dan White, who shot and killed San Francisco Mayor George Moscone and Supervisor Harvey Milk, was convicted of voluntary manslaughter instead of murder after his attorneys argued his capacity for rational thought had been diminished, as evinced by the former health nut eating junk foods like Coca-Cola and Twinkies - the so-called "Twinkie Defense."

    In recent years, deep-fried Twinkies have become a staple at county fairs around the country.

    "I roll it in an egg wash, and then rolled it in a dry, sweet flour," said "Chicken" Charlie Boghosian, whose San Diego-based company deep-fries Twinkies at fairs, including ones in Los Angeles, Pomona, Orange County and San Diego. "So when you bite into it, you can still see the sponge part and still see and taste the cream."

    The item is one of the most popular ones on his menu, and Boghosian doesn't think it's going anywhere.

    "The Twinkie is an icon, an American icon, just like the hot dog and the hamburger, and I don't see it going any time soon, just because one company is going to file for Chapter 11," Boghosian said.

    In fact, he was considering taking it to the next level next summer, with Twinkie Dogs: hot dogs shoved inside a Twinkie, and then deep-fried.

    "My gut hunch is that there's no way we won't have Twinkies this summer," he said. "There's just no way that's going to happen."

    Twinkies aren't the only Hostess snack cake being mourned by fans: In Victorville, William Miller and his 11-year-old son, Tucker, were on a mission to find Tucker's favorite Hostess snack cakes, Sno Balls.

    "We came down here to find Tucker his Sno Balls, but when we got here the place was cleared out," the Apple Valley man said as he stood in line at the Dolly Madison store in Old Town Victorville holding armfuls of chocolate and powdered sugar Donettes. "It's really sad because they've been around for so long."

    A few days ago, Tucker's grandfather bought the young boy a few packages if his favorite snacks. The 11-year-old now looks back on that day with some regret.

    "If I would've known those were going to be my last Sno Balls I'd ever eat, I would've really enjoyed them," Tucker said.

The season started off as last one did, with a made-for-TV event on military soil, this time UConn-Michigan State at Ramstein Air Base in Germany. Despite the obvious gimmicky nature of the event, it remains a heartwarming and meaningful tribute to our men and women in uniform, especially so close to Veterans Day. UConn may have won the game behind the artful play of guard Shabazz Napier, but the lustily cheering soldiers in attendance stole the show.

    As for the tip-off marathon, what more could you ask for than Michigan St.-Kansas followed by Duke-Kentucky? MSU bounced back impressively from its Germany jetlag with a second-half comeback against the Jayhawks that undoubtedly left Hampton gnashing his teeth. Meanwhile, the latest batch of freshmen in John Calipari's Grand Experiment at UK played like a bunch of freshmen against Duke, which is led by senior sharpshooter Seth Curry. But as Dick Vitale noted, the Wildcats will only get better as the season goes on, and Nerlens Noel is a manchild with the body of Chris Bosh and almost limitless potential.

    As for the season itself, I'm gonna go all homerism on you guys and wax eloquent about the Big Ten for a minute (I refuse to call it the B1G on principle). The conference of my tragically flawed Northwestern Wildcats has produced just one NCAA men's basketball champion in the last 25 years, but this season may be different. Tom Crean's resurgent Indiana Hoosiers are ranked No. 1 in the early pools and have a legitimate player-of-the-year candidate in sophomore power forward Cody Zeller. Ohio State and Michigan are also ranked in the top five, and you can never count out the Spartans because of the leadership of Tom Izzo. With the rest of the NCAA elite in rebuilding mode (UK, UNC) or unproven (Louisville, N.C. State), look for a Big Ten team to bring home an elusive national title for the conference come April.

    I know you've been busy excoriating Jeffrey Loria, Patrick, but come away from the train wreck that is the Miami Marlins for a minute and give us some college hoops thoughts.
